Foch Investments/Development Planning a St. Regis Hotel
 and Residences in Dallas' Turtle Creek Area

Apr. 18, 2008 --Dallas will be getting another ritzy hotel and condo project -- a St. Regis Hotel & Residences -- in the Turtle Creek area, the out-of-state developer said Friday.

"We're building the hotel," said David Thurman, a principal of Los Angeles-based Foch Investments/Development, which is developing the project.

"We have signed agreements with St. Regis."

The plan is to build a 150-room hotel with 70 to 80 condos above that at land on the corner of Cedar Springs Road and Carlisle Street, Mr. Thurman said.

The question is whether Foch will build a 15-story building or up to a 24-story building.

Foch has asked the city for a zoning change to allow a height of 299 feet, instead of 196 feet, and to add 100,000 square feet to the 341,000 square feet of space. Mr. Thurman said

On April 3, the Dallas City Plan Commission denied Foch's rezoning request. Representatives of the Dallas City Plan Commission and the city zoning department did not immediately return phone calls Friday morning.

Regardless of the size of the project, Foch hopes to begin construction by the end of this year or early next year to open the hotel in late 2010, Mr. Thurman said.

The idea is to be ready for the 2011 Super Bowl which will be held at the Dallas Cowboy's new football stadium in Arlington, he said.
