Great idea! first decide if there is a need. If so it should not be difficult to accomplish your mission.

In business there is an axison that goes find a need and fill it.

You must identify how it will be funded. ie membership or sponsorship. With this in mind begin with the mission statement. Then look to see if there are any similar organizations in existance. Maybe not in the same industry but with the same purpose for its membnership.
